In 1960 the ECOSOC emphasized the government agency of NHRIs (National Human Rights Institutions). After this, Paris Principles of 1991, Vienna announcement and Progarmme of movement 1993 and UN General Assembly of 1993, all in all endorsed the need of “independent, accountable and loving” NHRIs. Within home also the Government of India was lining unrelenting criticisms for alleged violations of Human Rights in Jammu and Kashmir, Punjab and Asam.

Because of internal and external pressure it became obligatory for Indian Government to constitute a change agency to deal with the issues of guard and promotion of Human Rights. chairwoman of India promulgated an Ordinance on 28th phratry 1993 which after some amendments became the identification number and NHRC was constituted under this Act on 12th October 1993.
